Well you have people who dismiss American's problems by comparing it to the "Third World" (not my words, but the words of bigoted elites), not knowing that America and Western Europe caused the third world due to their policy decisions.
Then you have the system of capitalism that is built so the rich get richer and the poor get poorer through seeing people as numbers rather than actual human beings, while allowing corporations to buy the government and make businesses have more rights than actual human beings.
And the fact America has more black and brown people than Eastern European countries, who are notoriously racist even though they don't have near the number of minorities in them, probably makes it easier to excuse not giving people free stuff. I'd like to say its mostly classism but racism and classism are intertwined and have been throughout history so I had to mention it. Even countries with social safety nets have instances of racism and xenophobia when it comes to those nets being extended to people who don't look like them.
